Paper by Fukuo Akimoto describes Cheney's life, particularly his role in the "City Beautiful" movement of the early 1900s and his attempts to blend aesthetics with functional design. Also detailed are Cheney's "master plan" elements concerning metropolitan, regional, and city plans, as well as his work with zoning ordinances for single-family homes.
